Despite extensive public relations campaigns for the vaccinations, the public is not showing up for vaccinations in the numbers health officials had expected.
Across the globe governments are now facing critisic for rushing to judgement on the flu.
Countries like the U.K., Spain, Switzerland and France are reducing or canceling orders or trying to sell vaccines already in stock. It is reported that France and Germany have canceled tens of millions of vaccince doses.
The declaration of a pandemic by the World Health Organization has come into question with the recent vote by the Council of Europe to investigate that determination.
